Activists from organizations and independent experts participated in the creation of the analytical document. The study covers educational, international legal, procedural, executive, economic, and medical aspects of drug policy. It also provides a set of recommendations to the current and future Belarusian government, suggesting the decriminalization of small quantities of psychoactive substances in Belarus.

The Paradigma Coalition was formed following the 2016 United Nations General Assembly Special Session on Drugs (UNGASS). It was here that a systemic lack of youth advocacy at the United Nations level was noticed.
